Toulon was founded in 1825 by William Toulon, a French immigrant who had come to the area in search of a better life. He purchased the land from the local Native Americans and named the settlement after his hometown of Toulon, France. The town was officially incorporated in 1837.
Toulon was an important stop on the Underground Railroad, with many runaway slaves passing through the town on their way to freedom. The town was also a major center for the production of agricultural products, including wheat, corn, and livestock.

Geography

Toulon is located at 40°45'45" North, 89°45'45" West (40.7625, -89.7625). According to the 2010 census, the city has a total area of 1.3 square miles (3.4 km2), all land.
The city is located in the Illinois River Valley, which is part of the Central Lowland physiographic region. The city is surrounded by rolling hills and farmland.

Toulon's economy is largely based on agriculture. The city is home to several large farms, as well as a number of smaller family-owned farms. The city is also home to several manufacturing companies, including a plastics plant and a metal fabrication plant.

The median age was 37 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.
The median income for a household in the city was $37,500, and the median income for a family was $45,000. Males had a median income of $31,250 versus $21,250 for females. The per capita income for the city was $17,845.
