History
The area that is now Philo was first settled in 1802 by a group of settlers from Pennsylvania. The village was originally known as "Mingo Bottom" and was later renamed "Philo" in 1817 after Philo Beecher, a prominent local resident. The village was incorporated in 1833.
In the 19th century, Philo was a major center for the production of pottery and glassware. The village was home to several pottery and glass factories, including the Philo Pottery Company, which was founded in 1845 and operated until the early 20th century.

The racial makeup of the village was 97.3% White, 0.7% African American, 0.2% Native American, 0.2% Asian, 0.2% from other races, and 1.4% from two or more races. Hispanic or Latino of any race were 0.7% of the population.
There were 745 households, out of which 30.2% had children under the age of 18 living with them, 46.2% were married couples living together, 14.2% had a female householder with no husband present, and 34.7% were non-families. 30.2% of all households were made up of individuals, and 14.2% had someone living alone who was 65 years of age or older. The average household size was 2.45 and the average family size was 3.02.
In the village, the population was spread out, with 25.2% under the age of 18, 8.2% from 18 to 24, 27.2% from 25 to 44, 22.7% from 45 to 64, and 16.7% who were 65 years of age or older. The median age was 37 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.
