Valley Mills was founded in 1881 by the Valley Mills Land and Improvement Company. The company was formed by a group of investors from Waco, Texas, who purchased land along the Brazos River and began to develop the area. The town was named after the nearby Valley Mills gristmill, which was built in 1854.
The town quickly grew and by 1884, it had a population of 500. The town was incorporated in 1887 and by 1890, it had a population of 1,000.
Valley Mills was a major cotton-producing center in the early 20th century. The town was also home to several cotton gins, a cottonseed oil mill, and a cottonseed cake mill.
In the 1920s, the town began to decline as the cotton industry moved away from the area. The Great Depression further exacerbated the town's decline.

Valley Mills is located at 31°45'25" North, 97°37'45" West (31.756944, -97.629167). The city is situated along the banks of the Brazos River, approximately 20 miles west of Waco.

The economy of Valley Mills is largely based on agriculture. The town is home to several farms and ranches, as well as a few small businesses.
The town is also home to a number of manufacturing companies, including a steel mill, a paper mill, and a plastics plant.

As of the 2010 census, there were 1,845 people, 717 households, and 486 families residing in the city. The population density was 1,072.9 people per square mile. The racial makeup of the city was 81.2% White, 11.2% African American, 0.7% Native American, 0.3% Asian, 0.1% Pacific Islander, 5.2% from other races, and 1.3% from two or more races. Hispanic or Latino of any race were 11.7% of the population.
There were 717 households, out of which 28.7% had children under the age of 18 living with them, 48.2% were married couples living together, 13.2% had a female householder with no husband present, and 33.2% were non-families. 28.7% of all households were made up of individuals, and 14.2% had someone living alone who was 65 years of age or older. The average household size was 2.54 and the average family size was 3.13.
In the city, the population was spread out, with 25.7% under the age of 18, 8.2% from 18 to 24, 25.2% from 25 to 44, 24.2% from 45 to 64, and 16.7% who were 65 years of age or older. The median age was 38 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.
