The area that is now Shawano was originally inhabited by the Menominee people. The first European settlers arrived in the area in the early 19th century, and the city was officially founded in 1851. The city was named after Chief Shawano, a leader of the Menominee people.

In the city, the population was spread out, with 25.3% under the age of 18, 8.2% from 18 to 24, 27.2% from 25 to 44, 22.2% from 45 to 64, and 17.1% who were 65 years of age or older. The median age was 38 years. For every 100 females, there were 93.2 males. For every 100 females age 18 and over, there were 89.7 males.
