History
Phillips was founded in 1883 by the Phillips Land Company, which was owned by the Phillips brothers, who were from Phillips, Wisconsin. The city was named after the brothers. The city was incorporated in 1887.

Phillips is the economic center of Price County. The city is home to several businesses, including a lumber mill, a paper mill, a cheese factory, and a sawmill. The city also has a number of retail stores, restaurants, and other businesses.
Demographics
As of the census of 2010, there were 2,072 people, 845 households, and 517 families residing in the city. The population density was 937.3 people per square mile (362.2/km2). There were 945 housing units at an average density of 427.3 per square mile (164.7/km2). The racial makeup of the city was 97.2% White, 0.2% African American, 0.4% Native American, 0.4% Asian, 0.2% from other races, and 1.6% from two or more races. Hispanic or Latino of any race were 1.2% of the population.
There were 845 households, out of which 28.2% had children under the age of 18 living with them, 44.2% were married couples living together, 11.7% had a female householder with no husband present, and 38.7% were non-families. 33.2% of all households were made up of individuals, and 16.2% had someone living alone who was 65 years of age or older. The average household size was 2.30 and the average family size was 2.93.
In the city, the population was spread out, with 24.2% under the age of 18, 7.2% from 18 to 24, 25.2% from 25 to 44, 22.2% from 45 to 64, and 21.2% who were 65 years of age or older. The median age was 40 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.
