Eleva was founded in 1856 by settlers from Norway. The village was named after the Norwegian word for "elevation" due to its location on a hill.

As of the census of 2000, there were 545 people, 213 households, and 149 families residing in the village. The population density was 690.2 people per square mile (266.7/km2). There were 224 housing units at an average density of 283.2 per square mile (109.4/km2). The racial makeup of the village was 98.90% White, 0.18% African American, 0.18% Native American, 0.18% Asian, and 0.55% from two or more races.
There were 213 households, out of which 33.2% had children under the age of 18 living with them, 57.2% were married couples living together, 8.0% had a female householder with no husband present, and 30.5% were non-families. 25.4% of all households were made up of individuals, and 13.0% had someone living alone who was 65 years of age or older. The average household size was 2.56 and the average family size was 3.09.
In the village, the population was spread out, with 27.2% under the age of 18, 8.2% from 18 to 24, 28.2% from 25 to 44, 21.3% from 45 to 64, and 15.1% who were 65 years of age or older. The median age was 37 years. For every 100 females, there were 97.3 males. For every 100 females age 18 and over, there were 94.2 males.
The median income for a household in the village was $37,500, and the median income for a family was $45,000. Males had a median income of $30,000 versus $20,833 for females. The per capita income for the village was $17,845.
