Adams is located in the northwest corner of Jefferson County, bordered by the towns of Henderson and Ellisburg to the north, Lorraine to the east, and Rodman to the south. To the west, across Lake Ontario, is the Canadian province of Ontario. According to the United States Census Bureau, the town has a total area of 44.2sqmi, of which 43.7sqmi is land and 0.5sqmi, or 1.14%, is water.
The eastern part of the town is in the Tug Hill region, a plateau region known for its heavy snowfall. The highest elevation in the town is 1,890 feet (576 m) above sea level, on a hill in the northwest corner of the town.

As of the census of 2000, there were 2,845 people, 1,093 households, and 790 families residing in the town. The population density was 65.1 people per square mile (25.1/km^2). There were 1,521 housing units at an average density of 34.9 per square mile (13.5/km^2). The racial makeup of the town was 98.45% White, 0.21% African American, 0.14% Native American, 0.14% Asian, 0.14% from other races, and 0.93% from two or more races. Hispanic or Latino of any race were 0.53% of the population.
