Toulon is a small city located in Stark County, Illinois, United States. It is the county seat of Stark County and is located along the Illinois River. The population was 2,845 at the 2010 census.
History
Toulon was founded in 1825 by William Toulon, a French immigrant who had come to the area in search of a better life. He purchased the land from the local Native Americans and named the settlement after his hometown of Toulon, France. The town was officially incorporated in 1837.
Toulon was an important stop on the Underground Railroad, with many runaway slaves passing through the town on their way to freedom. The town was also a major center for the production of agricultural products, including wheat, corn, and livestock.
Geography
Toulon is located at 40°45'45" North, 89°45'45" West (40.7625, -89.7625). According to the 2010 census, the city has a total area of 1.3 square miles (3.4 km2), all land.
The city is located in the Illinois River Valley, which is part of the Central Lowland physiographic region. The city is surrounded by rolling hills and farmland.

Toulon's economy is largely based on agriculture. The city is home to several large farms, as well as a number of smaller family-owned farms. The city is also home to several manufacturing companies, including a plastics plant and a metal fabrication plant.

As of the 2010 census, there were 2,845 people, 1,093 households, and 717 families residing in the city. The population density was 2,179.2 people per square mile (841.3/km2). The racial makeup of the city was 97.2% White, 0.3% African American, 0.3% Native American, 0.3% Asian, 0.3% from other races, and 1.5% from two or more races. Hispanic or Latino of any race were 1.2% of the population.
There were 1,093 households, out of which 33.2% had children under the age of 18 living with them, 51.2% were married couples living together, 11.2% had a female householder with no husband present, and 33.2% were non-families. 28.7% of all households were made up of individuals, and 14.2% had someone living alone who was 65 years of age or older. The average household size was 2.50 and the average family size was 3.06.
In the city, the population was spread out, with 26.2% under the age of 18, 8.2% from 18 to 24, 27.2% from 25 to 44, 22.2% from 45 to 64, and 16.2% who were 65 years of age or older. The median age was 37 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.
The median income for a household in the city was $37,500, and the median income for a family was $45,000. Males had a median income of $31,250 versus $21,250 for females. The per capita income for the city was $17,845. About 8.2% of families and 10.2% of the population were below the poverty line, including 14.2% of those under age 18 and 8.2% of those age 65 or over.
