Dover was founded in 1876 by a group of settlers from Kentucky and Tennessee. The town was named after Dover, Tennessee, the hometown of one of the settlers. The first post office was established in 1877.
Dover was incorporated in 1881. The town was a major shipping point for cotton and other agricultural products. The town also had a number of businesses, including a hotel, a bank, a sawmill, and a gristmill.
In the early 20th century, Dover was a popular tourist destination. The town had a number of resorts, including the Dover Hotel, which was built in 1906. The hotel was destroyed by fire in 1925.

Dover is located at 35°25'25" North, 93°25'17" West (35.423, -93.421). According to the United States Census Bureau, the city has a total area of 1.3 square miles (3.4 km2), all land.

The average household size was 2.45 and the average family size was 2.97.
In the city, the population was spread out, with 25.2% under the age of 18, 8.2% from 18 to 24, 27.2% from 25 to 44, 22.3% from 45 to 64, and 17.1% who were 65 years of age or older. The median age was 38 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 86.7 males.
The median income for a household in the city was $27,917, and the median income for a family was $35,000. Males had a median income of $27,500 versus $19,375 for females. The per capita income for the city was $14,945. About 11.2% of families and 14.2% of the population were below the poverty line, including 17.2% of those under age 18 and 16.2% of those age 65 or over.
